terrorism within and outside of BANGLADESH. Government resourses were used to fund
terrorism during 2001-06.

GOVERNMENT of BANGLADESH led by BEGUM KHALEDA ZIA has been sponsoring fundamental
terrorism within and outside of BANGLADESH.

The print media of this country already unveiled a closer relation in between two
most influential members of alliance Government and so-called ISLAMIC EXTREMIST
ORGANIZATIONS such as Jagrata Muslim Janata Bangladesh, Jamaatul Mujahideen
Bangladesh, Harkatul Jihad, Hijbut Taowhid, Hijbut Tahrir, Revival of Islamic
Heritage Society etc.

Sources from the Bangladesh Secretariat informed that Khaleda led Government has
utilized resources of the Ministry of Disaster Management & Relief to accommodate
funds for the so-called islamic revolutionary organizations and Begum Khaleda Zia
appointed Mr. Chowdhury Kamal Ibne Yousuf as the Minister of both Food and Relief
Ministry for smooth transaction of terror funds. Every year, the Relief Ministry has
distributed hundred thousand metric tons of wheat and rice under Test Relief,
Gratuitous Relief, Food for Works and other programs. This Ministry also has a
program under which they could donate food materials to the Mosques, Temples,
Churches and Madrasas. These donated food materials could be sold in the market and
the sale proceeds will be used for the development of the recipient organizations.

The source informed that during 2002-05, The Relief Ministry has distributed
approximately 50 thousand metric ton of wheat/rice (approximate market value US$ 9
Million) to hundreds of fake madrasas, which don\'t have any real addresses. The
Relief Minister Mr. Chowdhury Kamal Ibne Yousuf has allocated 1-5 metric ton
wheat/rice in such letterheads those are manufactured by unknown people by using
computers and laser printers. The money obtained from the sell proceed of these
commodities were used by the Jagrata Muslim Janata Bangladesh and Jamaatul
Mujahideen Bangladesh for countrywide bomb attacks in 2005.

In the light of these information, the Global Campaign Against Terrorism do hereby
declare the 4 party Alliance led by Begum Khaleda Zia of the Bangladesh Nationalist
Party as the "SPONSOR OF TERRORISM IN AND OUTSIDE BANGLADESH" and "ENEMY OF THE
GLOBAL MOVEMENT AGAINST TERRORISM".

Therefore GCAT is like to urge to all concerned for not supporting the 4 party
alliance of Bangladesh led by Begum Khaleda Zia.
